Part-66 Module 9: Human Factors

Every other paper in the category B1.1 set examines something outside the engineer: a structure, a circuit, a gas turbine, a regulation. Module 9 examines the engineer. Human Factors is 28 multiple choice questions in 35 minutes under EASA, and 20 in 25 with a written answer attached under the UK CAA, and its subject is how people in a maintenance organisation perform, communicate and get things wrong. Nothing in the EASA table reaches knowledge level 3, and no row of it sits empty either, so the ten topics printed below are the whole of what this paper can ask you about.

The discipline behind it is the study of how people perform inside a technical system, applied here to an aeroplane in a hangar with a panel off at four in the morning. The method is the one the hardware papers use on a component: describe it, establish the conditions it works within, work out how it fails, name what’s meant to catch the failure. Turn that on the engineer holding the torque wrench and you get a syllabus that reads like a maintenance manual about a person, and the vocabulary that comes out of it, error against violation and hazard against risk, is the vocabulary every occurrence report and every shift handover is written in.

What does Part-66 Module 9 cover?

Module 9 runs from a general statement of what human factors means in maintenance to a named list of the ways maintenance goes wrong, and its ten topics move outward from the person to the organisation around them. General at 9.1 and human performance and limitations at 9.2, both at level 2, set the engineer up as something with a specification, and it isn’t a flattering one: your eyes can’t resolve a hairline crack under a torch held at the wrong angle, your ears lose half a spoken instruction beside a running APU, attention shortens across the back end of a night shift, and working memory won’t reliably carry a torque figure from the manual to the wrench without something written down.

Around that sit the conditions the work happens in. Social psychology at 9.3, the physical environment at 9.5 and tasks at 9.6 are the module’s level 1 rows, covering responsibility, motivation and the pressure of a team; noise, cold, poor light and confined spaces; and repetitive work and long stretches of visual inspection, all of which you describe rather than work with. Factors that affect performance at 9.4 climbs back to level 2, because fatigue, stress, time pressure and the effect of medication are what actually move a person’s performance on a given night, and the syllabus wants you able to apply that rather than just name it.

Communication at 9.7 and human error at 9.8 are the rows that name things a working engineer has already watched happen. Communication here means the written and spoken record that carries a task between people: the entry that says awaiting part and doesn’t say which part, the worksheet that records what was done but not what was left undone, the instruction called across a hangar that no document ever catches. Human error means the models that separate a slip from a lapse from a deliberate violation, the reason a good team can produce the same mistake twice, and what an organisation can do about that which telling people to be more careful can’t.

The last two topics are where the EASA table and the UK one stop agreeing. EASA finishes with safety management at 9.9 and, at 9.10, the Dirty Dozen and risk mitigation: the industry’s list of twelve named contributors to maintenance error, with complacency, distraction, norms and lack of assertiveness among them, and it hung on hangar noticeboards for years before it became a numbered line in the syllabus. The UK table has no 9.10 at all, and its 9.9 is hazards in the workplace: the same number, over a different subject.

All of it is examined in writing: under EASA that means the multiple choice paper alone, and the UK adds an essay, the only part of Module 9A that asks you to compose anything.

EASA’s table for this module has no B1.1 column.

Appendix I normally sets a knowledge level for each topic and each licence category, which is why a subject can be required of one category and struck out for another, and why the depth that binds you in most modules is the one printed in your own column. The EASA table for Module 9 doesn’t work that way: it carries a single level column, headed ALL. So the seven topics at level 2 and the three at level 1 aren’t the B1.1 reading of this module, but the reading for categories A, B1, B2, B2L and B3 alike.

That’s the regulation telling you something about the subject rather than the syllabus. An error made in a wheel bay is caught, or missed, by a whole shift: the engineer who raised the job card, the one who took the handover, the one who signed the tooling back in. They hold different licences, and afterwards they have to describe what happened in the same words, so the depth can’t vary by trade without that shared account falling apart. You’re examined here as a member of an organisation, not as a specialist.

How many questions is the Module 9 exam?

EASA’s sitting is 28 questions in 35 minutes; the UK CAA’s is 20 in 25, with a written answer to follow. The UK arrangement is the older of the two: the EU text set an essay in this module as well until Regulation (EU) 2023/989 took it out, so a UK candidate today sits very nearly the exam EASA used to set, while an EASA candidate answers more multiple choice and writes nothing. Which authority you’re booked with changes the shape of the sitting, then, and not only its length.

At 75%, EASA’s paper needs 21 correct answers and survives 7 wrong ones, while the UK’s needs 15 and survives 5. For a UK candidate, though, that allowance covers one part of an exam that has two, and the parts are judged on their own: the written answer carries a threshold of its own, and a comfortable multiple choice score contributes nothing towards clearing it. There are two gates here rather than one, no surplus passes between them, and the work that gets you through the first isn’t the work that gets you through the second.

One of the four B1.1 papers the two authorities set differently. Everything else about the sitting is word for word the same in both texts: three answers per question, one of them correct, no penalty marking. This paper is 3.9% of the 716 questions in the whole B1.1 set.

The pass mark, the wait of 90 days after a failure, the attempt limits and the ten years a pass lasts are the same for every module. The exam format page sets them all out in full.

04 EASA AND THE UK CAABOTH TEXTS

Do EASA and the UK CAA set Module 9 differently?

Yes, and it’s worth knowing before you revise. EASA sets 28 questions in 35 minutes and no essay, while the UK CAA sets 20 in 25 and adds one essay question, which makes this one of the papers a UK B1.1 candidate has to write prose for, alongside Module 7A and Module 10. The name differs as well: it’s Module 9 in the current EU text and Module 9A in the UK’s.

The two syllabuses match title for title most of the way down, then part company at the end: EASA runs to ten topics and the UK to nine. There’s no UK equivalent of 9.10, the Dirty Dozen and risk mitigation, and the UK’s ninth and final topic is “Hazards in the workplace” where EASA’s ninth is “Safety management”. Only one other title is worded differently, and harmlessly: EASA’s “Factors that affect performance” is the UK’s “Factors affecting performance”.

Topic 9.9 is the pair to be careful with, because from a distance nothing about it looks like a difference: same code, same position in the table, the same knowledge level as far as we read the UK text, and a different subject underneath. An EASA candidate revising the reporting and risk machinery of safety management and a UK candidate revising the hazards of a hangar floor are both reading the right thing for their own paper. Revising a UK sitting from an EASA syllabus list, or the reverse, is the specific way to get caught out by it.

The reason is the age of the two documents rather than any disagreement about the subject: the UK text is a copy of Part-66 as it stood when GB stopped following the EU regulation, and EASA has amended the annex since. Regulation (EU) 2023/989 is also what abolished the lettered modules on the EASA side, replacing 7A, 9A, 11A and 17A with a single table that separates the categories by column instead.

Q.01

How many questions are in Part-66 Module 9?

EASA asks 28 multiple choice questions in 35 minutes with no essay, while the UK CAA asks 20 in 25 and adds an essay question carrying 20 minutes of its own. That puts Module 9 among the four papers where what you sit depends on who examines you, and the difference pulls in two directions at once: a UK candidate answers fewer multiple choice questions than an EASA one and yet, once the essay time is counted, spends longer at the desk.

Is there an essay in Module 9?

Under the UK CAA, yes. Module 9A carries one essay question, with 20 minutes allowed for it on top of the multiple choice time, and the UK’s Appendix II names it among the modules essay questions are drafted from, alongside 7A and 10. Under EASA there’s no essay in Module 9, because the current EU text draws its essay questions from the Module 7 syllabus only. Marking runs point by point against a model answer: you need 75% of its key points with no significant error in the ones you make, so coverage scores, not prose.

What does Part-66 Module 9 Human Factors cover?

What happens to a maintenance task when it passes through people, across ten topics on the EASA side and nine on the UK’s. It runs from human performance and limitations, through social psychology, the factors that affect performance, the physical environment and the shape of the task, to communication, human error and, under EASA, safety management and the Dirty Dozen. Nothing in it reaches knowledge level 3, and the EASA table sets the same level for every licence category rather than a separate one for B1.1.

Is Part-66 Module 9 the same for B1 and B2 licences?

The depth is the same: Appendix I normally sets a knowledge level per licence category, which is why a topic can be required of one category and struck out for another, but the EASA table for Module 9 carries a single level column headed ALL. So the seven topics at level 2 and the three at level 1 apply to categories A, B1, B2, B2L and B3 alike. The reason sits in the subject rather than in the table: the people who catch each other’s errors hold different licences and have to give the same account of what happened afterwards. Paper length is a separate matter, set in Appendix II, and the 28 questions in 35 minutes quoted on this page are the B1.1 figures.

What is the Dirty Dozen in Part-66?

It’s EASA topic 9.10, the Dirty Dozen and risk mitigation, set at level 2: twelve conditions that turn up again and again in maintenance error reports, among them complacency, distraction, fatigue, lack of assertiveness and the pull of a norm that has drifted away from the procedure. It appears in the EASA table only: the UK Module 9A syllabus stops at 9.9 and has no Dirty Dozen row. The ideas sit close to what human error at 9.8 deals with in both texts, but the name and the numbered topic are EASA’s.

Why does the UK call it Module 9A?

Because the UK kept the older module numbering. Regulation (EU) 2023/989 abolished the A and B suffixes on the EASA side, so there’s no Module 7A, 9A, 11A or 17A in the current EU text, and a single table separates the licence categories by column instead. The UK text stopped tracking the EU regulation and still carries the letters, and the subject is the same one: a B1.1 candidate sits Module 9 under EASA and Module 9A under the UK CAA.
